District Permanent Improvement Expenditures
The following legal opinion was provided to the district by Bricker & Eckler regarding the district's use of permanent improvement funds.

Ohio Department of Education guidelines for expenditures from the capital and maintenance set-aside fund (created by Ohio Revised Code 3315.18) indicate the proceeds of a permanent improvement levy may be used to pay for wages and benefits paid to the District’s own employees when such employees are engaged in activity which would constitute the construction, acquisition or installation of a permanent improvement.  Such expenditures may be treated as an acceptable costs of acquiring, replacing or enhancing a permanent improvement.  Those guidelines read as follows:


Ohio Administrative Code 3301-92-02 Capital improvement and maintenance fund.

(G) Acceptable costs for acquisitions, replacements and enhancements of permanent improvements include, but are not limited to: Acquisition price; direct materials, labor and overhead incurred during a qualifying project; professional fees necessary to complete a qualifying project; site preparation; demolition or removal of any existing assets; freight and handling; and principal included as part of the cost of a capital lease. Acquisitions, replacements and enhancements of permanent improvements does not include debt service on a long-term debt whose proceeds were used for capital improvements and maintenance.”  (Emphasis added.)


In light of the above, these kinds of labor expenses from the District’s employees are proper expenditures from the proceeds of a tax levy for permanent improvements.


Concerns for Netflix series, "13 Reasons Why"

Thirteen Reasons Why

The trending Netflix series 13 Reasons Why, based on a young adult novel of the same name, is raising awareness and concerns of how we portray and deal with the real life issue of suicide, bullying, and sexual assault. The series revolves around 17-year-old Hannah Baker, who takes her own life and leaves behind audio recordings for 13 people who she says in some way were part of why she killed herself. Each tape recounts painful events in which one or more of the 13 individuals played a role.

We think it’s vital that parents are equipped with knowledge and resources when deciding whether or not their child should watch this series.

Camp Invention is one week in the summer where your child’s creativity, innovation, and problem-solving skills are challenged and developed in fun and exciting ways. Our top priority is to inspire future innovators and build their confidence in the natural ability to dream and create. This opportunity is for students entering 4th through 6th grade.  Directed by Mr. Timothy Mitchell.

Valley View MVCTC Business Academy

The Valley View MVCTC Business Academy has had quite a Spring competing at various levels of competition.  Valley View had seven State Qualifiers who attended and competed at the 2017 BPA State Leadership Conference and Competition, in Columbus on march 16th and 17th.  They were Hunter Cantrell, Sabrina Ezerski, Lance Helton, Madison Miller, Hannah Powers, Caitlin Reed and Ian Stebelton.

Valley View Senior Citizen Luncheon

Valley View High School Student Council held their annual Senior Citizens Brunch on Thursday, March 30, 2017 from 9:00-10:15 in the high school cafeteria. This year’s theme was “Life is Sweet,” and was attended by 70 local senior citizens. Twenty, freshman through senior, VVHS Student Council members served brunch, which consisted of a breakfast casserole, French toast, bacon, cinnamon rolls, fresh fruit, and drink choice prepared by the talented VVHS lunchroom staff. A wide variety of door prizes, donated by many local businesses, were also given out, resulting in each adult in attendance winning a prize! VVHS Chamber Choir led by Catherine Abner provided the entertainment. A "Sweet Time" was had by all!

The State of Ohio will co-fund the work on the site of the new junior high and high school. The contingency fund can cover the cost of sanitary and water if the District has to pay for all the cost. Also, we will partner with Farmersville to work out all of the details.


Health and Safety Inspection Reports
